The Union Civil Protection Mechanism (UCPM) intervenes in all phases of disaster management, namely, prevention, preparedness and response. As part of the UCPM, rescEU is an extra layer of citizen protection in Europe, thereby strengthening European preparedness for disasters. It boosts capacities to respond to forest fires, medical emergencies or chemical, biological, radiological, and nuclear incidents. Amending the UCPM can ensure that the Union can provide a better crisis and emergency support to its citizens in Europe and beyond. It ensures a more targetted support for prevention activities, seeking synergies with other EU funds, as well as for preparedness, with the development of additional capacities on key areas and enhancing overall resilience at EU level.
