Sustainable finance (public/private)/market mechanisms/carbon pricing
The Government promotes the Green Fund to encourage plans and actions for the development of climate change mitigation and adaptation initiatives. This Fund, as stipulated by the Law 21/2018, on the promotion of the energy transition and climate change, is incorporated into the draft general budget law and is sustained by any earmarked taxes that are determined for this purpose, as well as the complementary budgetary allocations provided for in the State’s general budget laws, the donations and contributions it receives and any other potential income. At the same time, the acknowledgement of the climate crisis and the declaration of the state of climate and ecological emergency promoted by the General Council (2020) establishes that the proceeds from the tax on vehicle ownership also sustains said Fund.
